Compensation :
The Animal Control Office and Shelter Support Staff is a full time, non-exempt position and requires a minimum of 36 hours a week. Additional compensation for on-call after hours duties is provided. The pay range is $24 - 28 per hour.

Job Definition :
The Animal Control Officer is responsible for enforcing animal control laws and regulations, ensuring the safety and well-being of animals and the community. This role involves investigating complaints, rescuing stray or injured animals, and working with local agencies and organizations to promote responsible pet ownership. The Animal Control Officer will be based at the Leadville Lake County Animal Shelter and when not on animal control calls or working cases for the Leadville Police Department will support the animal shelter in office administration and Shelter Technician capacities. 

Essential Duties :
The following duties are not intended to serve as a comprehensive list of all duties performed by this position. The duties below are intended to provide a representative summary of the major duties and responsibilities.  

1. Interprets, enforces, and investigates complaints of violations of local and state laws, codes, resolutions, and ordinances
   1. Participate in numerous facets of the rabies control program - i.e. investigates animal bites, quarantines animals when necessary, investigates all reports of suspected rabid animals, and submits specimens to the State Health Department when required. 
   2. Prepare case files for all investigations requiring such to include witness statements, incident reports, photos, and any other evidence and present to the District Attorney’s Office.  
   3. Appear in court as a witness for the prosecution.  Must be able to accurately recall facts i.e. the date, time, and exact circumstances of any incident or violation.
2. Maintain accurate animal control records by inputting activities, citations, warnings and statistical data into the database. 
   1. Maintain citation, warning, and license reports on a recurring basis.  
3. Animals
   1. Apprehend and impound animals that are at large or not under control or those that are in violation of local and state laws.
   2. Transport shelter animals to veterinarians or for other care as requested.
   3. Pick up and transport injured strays to emergency veterinary facilities after providing immediate first aid.
   4. Remove and dispose of deceased domestic animals with no known owners and/or which are creating a public health hazard on public right of ways.  
   5. Maintain accurate records of animals impounded by inputting information into established database.  
4. Animal Shelter
   1. Assist in front desk duties to include performing redemptions, selling licenses, processing receipts, welcoming visitors, providing information to customers on animals, laws, policies and procedures, and preparing daily cash books as necessary. 
   2. Assist in the maintenance of the Leadville Lake County Animal Shelter facility by performing sanitation of animal holding areas and proper animal care.
   3. Participate in animal evaluation for placement or euthanasia.
   4. Assist with the shelter adoption program as needed or directed. 
   5. Fill scheduling gaps and attend shelter meetings as requested.
5. Public
   1. Educate the public on a daily basis on Animal Control laws and proper pet care and discipline.  
   2. Assist the public promptly and diplomatically in remedying problems concerning animals where no blatant violation of the law has occurred.    
   3. Provide information to the public regarding all aspects of responsible pet ownership and local regulations pertaining to pet animals.  
   4. Prepare and present educational programs for schools and various groups in Lake County as directed.
   5. Coordinate animal control presence at community events.

 

Additional Duties :

 

• Assist in the development of public or interagency presentations regarding Animal Control functions or services.  May be required to provide presentations to City Council, other agencies, or the public as requested.  
• Patrol and service the incorporated area of  the City of Leadville or other areas by intergovernmental agreements as assigned. 
• Perform related work and support for the Animal Shelter as required and assigned. 

 

Supervision Exercised :  
No supervisory responsibilities.

Independence of Action :
Work is performed in accordance with legal requirements, standard practices and methods requiring initiative to complete recurring assignments independently and judgment to determine which of many methods are applicable in any given situation.

Communication/Working Relationships :
Strong written and verbal communication skills with the ability to effectively communicate and interact with all levels of the staff and the general public in a positive and cooperative manner. 

Qualifications :
Minimum Education: A high school diploma or GED. An Associate’s degree is preferred, but is not required.  

Certifications: Obtain and maintain State of Colorado Animal Control Certification within twelve months. Complete and certify in National Animal Control Association courses. Obtain and maintain State of Colorado Animal Control Certification through Animal Welfare Association of Colorado. 

Language Skills: Ability to read, write and speak English fluently. Ability to respond to employees, customers, regulatory agencies or authorities, or members of the local business community. Bilingual Spanish speaking skills are preferred.

The position will involve working both indoors and outdoors; completing tasks such as writing reports, cleaning kennels, apprehending loose or aggressive animals, professional correspondences, etc. 

This portion of the job will require sitting, walking, bending, kneeling, standing, hearing, speaking and lifting containers or animals up to or over 30 pounds, as well as handling fractious animals.  Specific vision abilities required by this position include close, distance, and the ability to adjust focus.
