Your responsibilities will include:
As the Education Program Consultant (IDEA Part B - 619 ECSE Consultant), you will be an important member of several early childhood teams, providing technical assistance and guidance on the following:

  • Participating on internal (e.g., Special Education Team, Early Childhood Preschool Team) and external teams to implement IDEA Part B - 619 within a multi-tiered system of support (MTSS). This work includes:
    • engaging in collaborative work with other team members;
    • participating in regular and impromptu meetings;
    • attending trainings and reviewing materials;
    • ensuring Part B - 619 work at the Department of Education is reflective of the agency's priorities and goals, supportive of the early childhood context, framed within the agency's approach to MTSS and Specially Designed Instruction (SDI), and scaling evidence-based practices using implementation science.
  • Support the state-level coordinator for Individuals with Disabilities Education Act (IDEA) Part B - 619. This includes engaging in ongoing, regular meetings and coordination with multiple agencies and groups from the Iowa Department of Education, Area Education Agency, and district administrators, coaches, and teachers.
  • This work includes:
    • Contributing to tasks for Federal and State reporting requirements and deadlines;
    • Engaging with teams in partnership with external technical assistance to inform Department decision making;
    • Representing of all relevant federal and state requirements in Department priority work (e.g., IQPPS, SDI, IDEA-DA, Differentiated Accountability)
  • Maintaining professional competency through review of professional research, on-site visitation of programs and continuing education activities. Participate in professional activities of bureau, division, department, and national and state organizations.
  • This work includes regular participation in bureau and division meetings, school improvement activities, assigned work teams, and other duties as assigned.

  • Experience interpreting federal and state regulations to inform recommendations for policy, resource allocation, and implementation support decisions for Department administrators
  • Experience using implementation science and other areas of research/best practices to inform project plans for scaling evidence-based practices across the state
  • Experience collaborating with internal and external staff to make recommendations about implementation of IDEA Part B - 619 within an MTSS, to inform bureau, agency, and stakeholder decision making
  • Experience collaborating with representatives of multiple agencies to ensure comprehensive early intervention services are implemented and supported within Iowa’s early care, health and education systems
  • Excellent written, verbal and interpersonal communication skills
  • Strategic and analytical mindset and analysis skills with data sets
  • Ability to manage self in relation to prioritization and time management

095 - Child Development:
6 months experience, 12 semester hours, or a combination of both. Experience should be in the direct care or the overseeing of others who provide direct care to children.

146 – Disabilities:
6 months experience, 12 semester hours, or a combination of both in one or in a combination of the following: Deaf education, Deaf counseling, Special education, Intellectual disability, Disability counseling, Experience dealing with the housing, transportation, accessibility, education, employment or advocacy for mentally or physically handicapped individuals.

A01 PK-3 RE/SE Endorsement; A82 PK-K ECSE Endorsement - 6 months experience, 12 semester hours, or a combination of both. Experience should be in the direct care or the overseeing of others who provide direct care to young children with disabilities.


OR



A55 PK-12 Principal/PK-12 SE Supervisor Endorsement ; A90 PK-K Supervisor; SE/EC Endorsement:
6 months experience, 12 semester hours, or a combination of both. Experience should be in providing leadership in policy and practice to programs and/or classrooms focusing on developmental and educational outcomes for young children

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:

a. Professional training, teaching, or counseling experience in an educational setting;

b. Professional administrative experience in an educational setting;

c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;

d. Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;

e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.


2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.


3) Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.


4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
